How WhatsApp Business API pricing works

Meta has no subscription fee. It charges per delivered message, by category and by the country code of the customer's number: marketing (promotions), utility (order and delivery updates, reminders), authentication (one-time codes) and service (your replies inside the 24-hour window that opens each time a customer messages you). A provider such as WATI charges its plan on top and passes the message charges on.

The October 2026 change

Meta's developer documentation says that from 1 October 2026 it charges service replies, and utility templates sent inside the 24-hour window, at the utility rate: about S$0.0205 a message in Singapore. Before that, replies were free. On 2 October 2026 Meta's main pricing page still described replies as free, so the calculator lets you switch the charge on or off. Check your first October invoice. Five ways to cut the bill

  1. Promote to fewer, warmer customers. Marketing is the most expensive message; send offers to people who bought recently, not your whole list.
  2. Answer in one complete message instead of four short ones, now that replies may be charged.
  3. Classify messages honestly. Order updates are utility, not marketing; keep offers out of them so Meta approves them as utility.
  4. Use click-to-WhatsApp ads for new leads. Those conversations are free for 72 hours.
  5. Don't pay for a provider you don't need. One person answering a few dozen chats a day can stay on the free WhatsApp Business app.

Do I pay both Meta and WATI? Yes. WATI charges its plan, and Meta's message charges are passed on per message, per WATI's rate card.
